Ability to Pause follow up messages, or sync with planner

Follow up messages briefly open a tab and closes it again. This could be when I am working on another tab, so increases risk of banning.

We can reduce this risk if we have more control when the follow up messages are sent.

The robot will only check for new connections and messages if the planner is set to active. Same holds true for sending scheduled messages, these are only sent if the planner schedule is active.
